The Manager Regional Network Engineering leads a team that is responsible for the design, capacity planning and engineering of the wireless network infrastructure in the region including Public Switched Telephone Network (PSTN) connectivity, cell site backhaul, microwave network and Mobile Telephone Switching Offices (MTSO) to provide a high quality reliable network. Responsibilities - Drive culture and provide leadership for network engineering team to achieve superior business results. - Responsible for leading network design and traffic engineering for the MTSO facilities and PSTN interconnectivity and Least Cost Routing. - Lead capacity planning and engineering of switch equipment, power systems and cell site equipment to ensure capacity service margins are maintained. - Manage microwave engineering and capacity planning to ensure adequate capacity and reliability standards are maintained. - Ensure regulatory compliance and engineering standards are met at the regional level. - Develop and manage the capital budget for cellular switching needs, microwave radio systems to support new cell sites or replace existing systems, voicemail systems, and ancillary network infrastructure. Develop and manage the customer usage operating expense budgets. - Manage equipment providers, outside vendors including long distance and local exchange carriers used within region. - Ensure network engineering project milestones are met and serve as primary driver for escalation resolution. - Support contract negotiations working in conjunction with regional support office (RSO). Qualifications - Bachelors Degree in Engineering (or equivalent). - 8 or more years in experience in telecommunication s (at least 3 in the wireless field). - 3 or more years of supervisory or management experience. - Advance understanding of MTSO equipment. - Excellent oral and written communication skills are required. - Experience with capital and expense budgeting. - Must have a thorough knowledge of traffic engineering standards. - Understanding of contracts, negotiations and tariffs. - Ability to work in a competitive, fast paced environment with multiple priorities. - Travel required.
